The Port of Oakland (airport, maritime, commercial real estate) is a separately governed department whose payroll the State Controller reports under the City of Oakland. Its cost centers are broken out here; they are included in the citywide payroll totals.

The charts have no point for 2020 and 2023. The Controller's 2020 and 2023 files contain no Port of Oakland cost centers (25 in 2020, 26 in 2023 reporting units vs 80–90 in other years), so this source reports no Port payroll at all for 2020 and 2023 — a gap in the source files, not a year in which the Port paid no wages. Every other year in the range is present.

State Controller payroll figures are calendar-year (January–December) totals. The budget and ACFR figures elsewhere on this page are July–June fiscal years labeled by their end year, so the two are on different bases and the years are not comparable.
