Council votes

How each Oakland councilmember's vote is recorded in the City Clerk's minutes, with the clerk's own sentence beside every row. A position is the printed word next to a member's name — it says nothing about what an aye meant on the underlying question.

The pre-2015 clerk template printed the names before the label, gave ayes only as an inline tally, and labelled the enumerated list Present — which is not a vote, and never records who voted no. Blocks printed on that template cannot yield an aye/no record without inference, so they are refused and counted rather than guessed at. That is why this record effectively begins in 2015 while Oakland's matters go back to 2000.
