CAPITAL IMPROVEMENT PROGRAM OVERVIEW
A Capital Improvement Program (CIP) represents a major investment in a city's infrastructure
and assets. It must balance repair and replacement of existing assets with delivering new assets
where they may be needed. It must reflect the overall priorities of the City. It has a huge impact
on the health and vibrancy of the community.
This recommended Capital Improvement Program comprises three areas of investment:
Infrastructure
Equipment
Information Technology
Each of these categories is described in detail in this document. Infrastructure projects include
projects for which funding is available and are recommended for adoption. Likewise, Equipment
includes equipment purchases funded through a Master Lease Agreement. Information
Technology investments list all high priority projects, however the funding for these projects
may still need to be identified.
Oakland's Capital Improvement Program is formally reviewed and approved every two years, as
part of the biennial policy budget.
Capital projects are defined as any long-term investment that builds, replaces or improves an
asset (buildings, roads, parks, sewer and drainage lines, etc.) and that has a useful design life of
at least ten years and a minimum cost of $50,000.Equipment and Information Technology
investments have different useful life due to the nature of the purchase and are more specifically
defined in their respective sections below.
