During upcoming reporting periods, the IMT will continue to monitor this area to
ensure that the required audits are conducted and will review the quality and content of
the audits.
VI.
CONCLUSION
While much work remains, the Department is making steady and significant
progress in implementing the Settlement Agreement. In the past two years, OPD has
implemented or enhanced policies, procedures, and systems throughout the Department
to bring them in line with contemporary law enforcement practices. This process has not
been quick or easy—reform of this magnitude rarely is. Based on the considerable
strides we have observed under Chief Tucker’s leadership, we believe that OPD is
capable of achieving the goals set out in the Settlement Agreement as long as it stays
focused and committed to these goals.
