FY 2026-27 Proposed Midcycle Budget

Equity Consideration: This restoration supports equitable access to public library spaces by helping restore safer and more stable environments for patrons, staff, youth, seniors, and vulnerable community members who rely on library services.  Parks, Recreation, & Youth Development Restorations   Reductions Restore 1.0 FTE Management Assistant position to support annual part-time hiring and contracts.  Equity Consideration: Restoring the Management Assistant position will strengthen administrative capacity to support timely hiring, onboarding, and contract management, which are critical to sustaining consistent recreation services across Oakland. Restoring this position will help reduce delays in staffing and program implementation and support more stable service delivery in high-priority equity index neighborhoods where communities are most reliant on City programs. This restoration advances equity by improving workforce efficiency, reducing service disruptions, and restoring more reliable access to youth, wellness, and community- based services for historically underserved populations.  1. Restores alignment of staffing levels by deleting 0.6 FTE vacant Stagehand, PT position. This action reflects current operational needs and existing programming levels that no longer require dedicated stagehand support.  Equity Consideration: This reduction is expected to have a minimal equity impact as the position has remained vacant and current service delivery models have continued through adjustments and existing staff capacity. This action restores staffing alignment with current program demand while maintaining continuity of existing services.  1. Restores staffing alignment by deleting 0.8 FTE vacant Student Trainee, PT position.  Equity Consideration: The proposed reduction is expected to have a low equity impact because the position has remained vacant and unused in previous budget cycles, resulting in no immediate reduction to current service levels.  2. Restores operational efficiencies through the deletion of $206,646 in periodical subscription funding within Operations and Maintenance for services that are no longer operationally necessary.  Equity Consideration: The proposed reduction is expected to have a low to moderate equity impact. The subscription service is no longer operationally necessary.  3. Human Services Restorations   Reductions Restores full-time operating hours, four days a week, for the City’s senior centers and reopens the West Oakland Senior Center through the restoration of 1.0 FTE Administrative Assistant IIs and 1.51 FTE Custodians.  Equity Consideration: There are an estimated 60,000 Oakland residents who are over the age of 65. The programs and services provided by the City focus on ensuring fair and equal access to resources and opportunities for older individuals, particularly within the context of housing, healthcare, financial security, and independence.  1. Restores positions and services provided by the Aging & Adult Services division by the addition of 1.0 FTE Administrative Assistant II, 1.0 FTE Office Assistant II, and 1.0 FTE Supervising Case Manager, offset by the deletion of 5.0 FTE Senior Aides (PT), 2.0 FTE Recreation Specialists, and 1.0 FTE Administrative Analyst II positions.  Equity Consideration: There are an estimated 60,000 Oakland residents who are over the age of 65. The programs and services provided by the City focus on ensuring fair and equal access to resources and opportunities for older individuals, particularly within the context of housing, healthcare, financial security, and independence.  2. Reduces $675,000 in FY2026-27 in O&M funding for the Kids First allocation based on a decrease in General Purpose Fund unrestricted revenues per the City Charter. The Kids First program contracts with community organizations to provide services to children.    Equity Consideration: This decrease impacts vulnerable children in Oakland's BIPOC low-income communities. Oakland Kids First works with 125 core youth leaders and 3,400 additional high school students each year across programs. Kids First programs advance safe and caring school cultures, support youth to advocate for their needs and priorities, and improve educational equity, racial justice, and academic outcomes for low-income students of color.  1. Freezes 3.0 FTE positions in Head Start: 2.0 FTE Head Start ERSEA & Data Program Coordinator and 1.0 FTE Head Start Instructor. There is no direct service impact as these positions have been vacant.  Equity Consideration: There is no discernible equity impact from this action.  2. Deletes 1.0 FTE Administrative Assistant II, 1.0 FTE Administrative Analyst I and 0.50 FTE Management Intern, PT. There is no direct service impact as these positions have been vacant.  Equity Consideration: There is no discernible equity impact from this action.  3. Reduces $600,000 within the 2020 Oakland Parks and Recreation Preservation, Litter Reduction, Homelessness Support Act (Measure Q) homelessness contracts budget, which may require adjustments to contracted homelessness service levels, scope or timing.  Equity Consideration: The Community Homeless Services division provides housing and services to approximately 2,500 homeless individuals. Of those, more than 60% are Black or African American, reflective of the disproportionate number of Black or African American, and LatinX people who are experiencing homelessness relative to the overall racial demographics of the City.  4. Animal Services Restorations Restores 1.0 FTE Registered Veterinary Technician to support the OAS Medical Team in providing needed medical care to the approximately 9,000 animals OAS cares for each year. It will allow OAS to have medical coverage 7 days per week.  Equity Consideration: Adding this position allows OAS to provide needed medical care 7 days per week and expand community clinic work that takes place in Oakland's High Priority Racial Equity Neighborhoods.
