Boundaries: Council districts (2013-2022 boundaries) —
The map in force from December 2013 until the 2022 plan took effect. It is the *correct* geometry for our 2013-2022 district facts, and the wrong geometry for anything later — the portal still publishes it with no vintage label, which is how it gets mistaken for current. Byte-identical to ArcGIS `CouncilDistrict` and `CouncilDistricts`.
